Now the only difference i can find with the cbr is in the fact they have different speedos. What that difference is i dont know but at a guess, i would guess that different islands of Japan had different rules and the speedos had to conform. Of course this may well apply to the cbr as its a Jap only model but i dont know if the 35 was eventually a legal import into the Uk in which case it could be a uk mph speedo giving it its "ll" status.
My suggestion is you search the parts book, the answer may be there.
Edit. Just checked the parts book and there are 2 speedos for each model

The licencing law is the same throughout Japan.
The NC30 came with a UK speedo / European speedo / Japanese speedo as it was sold in all 3 demographics.
The NC35 was a JDM only bike so would have had one speedo only.
I think the -I -II means a later revision from that year perhaps.
i.e the early NC24 (RH) had 112/115 jets, the later RH-II had 115 all around some slightly revised camshafts etc.
Most likely that
RR: 93 bike RR-I (some kind of change made)
RT: 94 bike RT-II (some kind of change made)
I don't believe there were any significant overhauls to the bike between years / revisions so it's most likely simple things, if you look in the original parts book you may find some parts were superceeded on newer models.
