Bike sounds like it could have many problems.

If it's leaking some kind of rubber glue than maybe it's overheating and causing it to melt.

Alarm bells should be rining if you have to put bubblewrap over anything electrical.

Pictures will help identify

If the Ignition box has problems, that'll also stop the bike working properly. Make sure the box is fine before moving onto inlet rubbers.

If it's getting to hot it could be electrical system over-volting it... take some pictures and i'd advise against running the bike too much until you've tested electrical system output, if the voltage is ok then confirm the igntiion box is ok then check the carbs.

It does mostly sound like carb rubbers as I originally said but if your ignition box is doing that then theres also a lot more things that could be wrong, and if it's electrical, keep running it isn't going to help

hmmm, over our country we call it the CDI. Does the CDI refers to ignition box?
Because right over here, all the RVF 400 AND CBR 400 almost 90% have CDI leaking issue and the resolution is by taking some aluminium foil or plasic to wrap around them.

I will try to take a photo later if possible (:.

So as far as all these are concern, can we some sort of say.... the engine is more or less ok?

That sounds very strange, never seen that before.

Yes, CDI is a type of ignition box, the RVF/VFR actually uses a TCI ignition box which is a slightly different type of ignition system.

Hi guys, after a long delay, my mechanics has replaces a new fuel tap to begin with.
As for the carb problem, initially he told me that one of the four slider was kind of spoilt. It gets stuck randomly and was unable to slide off and close properly, thus the RPM keeps revving up.
So he thought it was dirty and he decided to wash it first. Upon that, i received the same problem again and I went back to him and he replace the slider for me. But he told me that I need to send the bike for tuning/setting or else the same problem will still happens. His reason was because the new slider is sort of going on a different rhythm with the other 3 slider and thus will cause irregular revving. But he assured me that he changed the spoilt slider.

What do you guys think? Is it true with regards to what he say? Because I do not want to waste the money on the tuning/setting and later finds out that theres still problem with the carb. Then I would have to fix the carb and tune AGAIN, which would incurred more money.
