I've never seen the rvf rubber flap, looks a bit different to the nc30 one. #2 looks similar to the nc30 part, but could be worth fitting both.
FWIW I've never used the rubber flap with rvf carbs and it runs like a dream. These bikes can be effing fussy!
Are you using standard needles with a single washer?

Its no.1 on that drawing, the holes go over the front inlets between the head and carbs, the smaller holes go where the top rad fixes to the frame. Your jetting is way out but i'll eat my hat if that flap isnt the cause of your problem.
I run a NC30 airbox base plate on my RVF which has its own (better) flap fixed to it and it works fine.
From your first post can i assume that your carbs were full HRC spec?

Oh ok thanks Drunkn. Yeah they were but it wasn't jetted right either. It almost seems like the guy bought all the right stuff and just stuck it in there and that was it.
Ok so looking at the drawing and the rubber flaps I cannot see how the #1 would fit over the front intake ports. The holes are square and obviously the ports are round.

Couldn't figure out exactly where the flap went so I installed the tray back n there and.......... IT WORKED!!!!!! You guys were right!!! I just wish I would have found this out months ago!!!

Bonus. Happy with that. I do get pissed off trying to tell some people that the bike can suck in as much air as it needs and removing stuff doesn't help.

I remember, it came to me this morning as my son wax climbing over shouting something along the lines of 'little pig little pig let me come in'
But anyway, rubber piece with squares in it , the squares are for were the rad mounts to the frame and the flap hangs down to protect the front head absolute from road crap.
The rubber flap with circles mounts under the front carb rubbers and joins up the the head stock via some clips or hooks or something

You got your flaps mixed up,#1 is the one with the round holes in it and the other one goes behind the engine and is nothing to do with the air intake

I'm mixing up rvf with vfr, nothing hangs down the front on the rvf does it..
