Ahh just noticed you said the vacuum pipe was not attached to the tap,Thats why it won't start then... It should be the nipple that faces fowards, But you can check this by removing the fuel pipe and connecting the vacuum pipe to either of the small nipples and sucking on the other end to see which one needs to be connected, ie only one will let fuel flow from the fuel pipe. Then you can connect it all up and it should start, You may need to turn it over a fair bit as the carbs are now empty but it should run.
As said before full choke and no throttle..

It'll just clog up your carbs and jets.

Whip em off and clean them!

As for the tank... take it off and put some diesel and gravel in there and shake it gently about to remove most of the rust.

Do a seach of the net for cleaning gas tank and you'll find lots of methods of cleaning them up! I've never had a problem with the gravel myself.

Same way you got it in!

Then just rinse the tank as much as possible.

It can take a while but if you take your time! (most important) and do it properly you should be fine. Have a search on the net for petrol tank cleaning you'll get more of an idea then! Theres several techniques, tips and tricks detailed on many sites!
