NC30 relay questions?

Hi guys,

Been working on my NC30 today trying to source the problem on why my indicators wont work (please see my other post: NC30 Indicators wont work!! (PLEASE HELP!!!)).

When I turn the ignition "ON" and put my multimeter probe on the middle grey/white wire that is the live going into the relay, and the other probe on my earth, it only reads about 6 volts!?

Am I right in thinking that with the ignition "ON" and me doing this to check that I have a live feed, that it should be reading 12 volts?
