Re: nc24 front wheel can i fit nc30
Simple answer, No.
NC24 drives the speedo from the wheel, the 30 doesnt. Spacers will be different and axle might not even be the same.
Calipers also don't swap between the two model so even if you could put the wheel in the axle and make up the spacers yourself and overcoem the speedo issue the calipers wont fit the discs. NC24 uses sliding calipers and the NC30 uses fixed 4 pistsons (much better)
There was a recent question by a user about buying an NC24 in this forum and I wrote a pretty long reply.
It's much cheaper to buy an NC30 instead of trying to upgrade the NC24.
I'm afriad your stuck with the 16" front (I like the 16/18 feel) but the tyres arent great.
There are a few 17" that use the 276mm same fitment discs but are odd sizes. (ie 110/70/17) a 120.60.17 tyre will not fit those rims.. but look at the cbr400 aero

Pirelli Sport Demons are good.
I think Bridgstone make a BT39 in that size too, they certainly do for the rear, which would be my choice if you can find one
