I have a 1989 Honda vfr400r3 that is as you will know from it being 1989 its a jap import, how would I know or check if it's still got its 110mph speed restriction

The easiest way to tell is whether it will go faster than 112 mph (which is more like 115 mph on the speedo). If it's restricted it hits a very noticebale rev limiter at that speed and won't go any faster.
There are several easy ways to bypass the restriction, I've never usually bothered on road nc's.

As Cammo said there are a few ways to do this, some are easy to spot, some arn't.
If you don't have a place where you can ride it over 180km/h (i.e. a long private road) you can check for some tell-tale things.
Theres a small 3 pin plug that comes out from the back of the speedo that connects to the wiring loom, if this isn't plugged in and theres a small box in it's place then it's been derestricted.
These magic boxes can also plug in at the ignition box end (under the rear tail section)
Even if you don't see a magic box you can physically modify the speedo (no cost involved) so it will be derestricted. This way you cannot tell without riding over 180kmh.

If you wanna check it legally and easily whip the chain of and ride the gearbox through the gears the front sprocket will speed up and youll see if its restricted.
