Starting Problem

Gsxr-400 '94 (GK76a)
It's been off road since 01/01/2002. I brought this bike 2012 and it was a runner baring in mind it's done 4 miles in 10 years ( MOT road test ) I picked it up after having restrictors fitted/MOT/Service etc. got it home and it won't start, the garage had left it in 'Prime' when they set up carbs etc.. so I checked:

Spark plugs:
Black as hell so fitted new ones. Got spark (how strong should the spark look though)

Air filter:
Was full of nuts!! I'm guessing squirrels used it for food storage. New one on order. But in general looked ok
Serviced my arse!!

Battery:
Brand new and %100 charged and on trickle charge

Starter motor:
Jolts bike when in gear and clutch out so that's fine

Fuses:
All new under seat
Anymore anywhere else?

Fuel:
Drained fuel out of carbs
Drained fuel out of tank (off bike)
Added 5l fresh fuel
Carbs have got fuel going to them
Bikes not backfiring

Any ideas?

On my list:
Check if fuel is getting to cylinders
Take off carbs and clean them
Fit new O'rings
Check ignition system with multimeter (how/what to check would be brilliant thanks)

First i would check and clean all the electrical connections, spark should be nice and blue (not yellow).
Rebuild the carbs with new o'rings and fit new plugs.

Unless battery is straight off charge the spark is a bit faint.

New plugs fitted today

And I'll fit o'rings this weekend :) and clean carbs. What's the best way to clean my carbs?

How do I check if i'm getting fuel past the carbs and into cylinder? Because surely it would backfire if I've got fuel/spark?

Also should be checking compression tomorrow.

Getting nice blue spark :)

I've got some feeler gauges and will check valve clearance.

Will I need a new rocker gasket once I remove cover???

One spark plug was covered in oil??

If you are getting fuel but not running you should find that the plugs are wet.
If its stood i would be giving them carbs a good clean.

Will clean ASAP :)) o'rings on way? :)

But what is causing the oil? It's not thick. If I blow on it, it just flies off.

I've changed O'rings but still not working. So I checked spark again and realised one spark is a lot stronger than the rest and the other three have a slight yellow spark within the blue??
