nc 30 engine bolt seized

im removing the engine from my vfr400 nc30. however the bolt in the picture (strangely labeled as A and B, as it looked one piece when i stripped it) is seized solid.

its the right hand rear engine mounting bolt. the book says the adjuster (A) and mounting bolt (B) are seperate and should wind out together but when i looked earlier they seemed to be one piece. there is a recess for a 6mm allen key where the arrow (B) points i have tried turning this to the point where it is about to round, with no movement

im pretty sure bolt 17 is the one in question, and it does show a three piece assembly including the lock nut.
however, as the bolt is not threaded until the opposite end to the head, should i try tapping that end of the bolt 17( i have removed the nut from the other side obviously.)
