vfr 400 nc30

hi this is my first thread got a vfr400 nc30 3 weeks ago what had not been ran for about yr and a half been started but not driven got it home tax/mot no problems.
filled up with new petrol put some red x in ok now and again if you rev it it holds back just over 3000 then revs free
like a flat spot or summert but when i give it a good thrashing its ok ?
does it sound like i need the carbs balancing took plugs out there nice and clean any help would b gratefull cheers gary

When do the revs pick up?
If it stutters/bogs down at 3k when does it pick up again?
Do you have a Haines manual, they are invaluable if you plan to do any work on the bike yourself
