Little bit of help with dead NC30 please

Hi,
We have this NC30 which recently stalled just as we were pulling onto the drive - didn't think too much as initially we thought we just let the clutch out too fast.
Upon checking the bike, it turns out that there was no power - as in no dash lights/no electrics at all.
Asked on another forum and they mentioned it could be the fuses so I checked the ones under the rear seat, found one had blown so change it - still nothing. Changed the 'ignition' fuse too although it looked fine and bingo, the dash lights were on...
Only thing is that the lights were very dim and often went off after a few secs...
I then got a charger and hooked it up to the bike...the battery was reading 12.?v (so I am guessing it isn't that).
Decided to try the ignition again...sometimes the dash lights would dim out (when I turn the ignition on the battery volt goes to near 0) but on other occasions it would be bright and stay that way (the battery volt doesn't fall as low in this scenario)
When the lights are bright, I tried starting the bike...it certainly doesn't fire up...instead I hear this weird shrieking noise from this thing (I don't know what this is so someone can enlighten me
) which is located in the tail unit near the battery.

Anyone had any ideas what else could be wrong? I checked the fuse in the above pic and that was fine too.
I'm a bit new to this 'fix the bike myself' type of thing so any help will be much appreciated.
