33bhp restriction?? RVF

I have just got my RVF and been told it has the 33bhp restriction, now i have the air box, filter off and have lifted the needle slide and got the butterflys open. This maybe a silly question but should i be able to see them down the trumpets and through the carbs?

The reason is that i'm trying to save some money by doing it myself rather that pay for mike@ BMC to do it.

yeah you should , there be washers in there, the holes in the washers are about the size of the tip of your little finger ,if the holes are huge or you cant see any washers then maybe you have a throttle stop type of restriction
