If it was mine i would cut a hole on the inside of the frame behind the dent,
Place the frame on a steel block and tap the dent out, dress it down then weld the hole back up.

or, just weld the hole up from the outside, no point in drilling a hole and knocking it out when you're filling with weld. I would fix the hole, you can do that with the motor in, just remove the CDI
