Also got a 400 from the 3tj i decided to break.

Fit a 600 3he motor. There are plenty of them around fairly cheaply and they are pretty reliable motors. Should fit straight in without plates. You will probably need the cdi to suit the motor and have to graft it into the 400 loom. I sorted one for another forum member who was having problems getting the bike to fire up. Should have my notes somewhere to say which wire connects to which. Its a fairly straight forward conversion and even more worthwhile when you dont tell your mates on the 600/1000s ;)
So you should need - 3he motor, carbs, downpipes, cdi. Might be easier to use pod air filters than modifying the air box. The downpipes might also require modifying to fit.

3he motor runs the same airbox as the 1WG ... and the engine can run on the 400 CDI then you can change it.

see it's even more easier than the 4JH coversion

So the 3he is the one to get.

Am i better better of buying the whole bike?
or just the engine with carbs clutch and starter motor included. then get a cdi unit?

You can pick up a damaged bike fairly cheap. I was talking to a guy at a trackday last year who only paid £200 for his, track ready! It is a lot easier to get it all at once and just use the bit you need. You can also sell on the parts left over to offset the cost. But then bargains do turn up, i only paid 65 for the engine in my hybrid.
Im currently looking for a 3he engine myself to make up a 660cc hybrid, but they seem to be quite deer at the mo. Keep an eye on ebay!
Be weary of the 3uu engines as they are the california models and the power can be strangled to meet the strict emmision rules!
