standard (new filter) standard plugs had a cbr 600 scorpion can but replaced with a pipe werx hawk can for the vfr 400

the carbs them selves i wont know untill i open them up

the snorkel thing hadnt been touched when i got it but i drill a couple of 2 mm holes in which can easily be plugged - it didnt make any difference better or worse

Ok plug the 2 holes you drilled. Is the rubber flap present under the head stock? Vacume tube in good condition?

Your gunna have to open the carbs up but i think your wasting your time with those stacks, best thing you can do is revert everything back to stock and start from there.

by the looks of things i have a bit missing-i dont think thats the "snorkel" correct me if im wrong

theres a flap missing aswell

i have the carb tray (as above) and nothing else my air box just has a hole in the front with nothing attatched but in a thread i found

When I bought my bike in stock trim, I didn't have a snorkel either, but it ran fine. You NEED to open up the carbs and check the jetting! This should be no.1 on the list. The previous owner has obvious modified the carbs (hence the cut down stacks) and until you know the state of play with the jetting, it is hard to give any kind of advice.

also only had 1 clamp on each carb so they werent sealed

Yes thats the one, you need that.

The jetting you have is for a half or full system so its acceptable but you need to sort the intake side of things, get a snorkle, clamps and stock rubber stacks. I think i have all the above, if you need them let me know.
