Don't remove fun, just connect " - " (minus) to frame and it should start or remove connector from rad temp sensor and connect to to frame - fan should start. Also check FUSE - this is should done first, because generally this is main problem :)))or, you can remove the rad fan, and do a direct connection with the battery to check whether the fan and thermo switch is faulty or not.
BTW - I have fitted 20% bigger rad from CBR600F2 pretty bolt-on and never have overheating this season...

The fan will switch on at somewhere over 100C (104C?) which is near the red zone on the temp gauge.
Until it gets very near or in the red (and doesn't cool back down once you start moving over 45mph), you don't have a problem.
Modern bikes have much better control over temperature, on these older bikes the water temp can fluctuate a fair bit. There's a reason for the red zone on the temp gauge, don't ignore it if it ever gets up there.
