loss of power at 8k to 9k revs

hi everyone, i ride a 95 RVF 400 and im noticing that it loses power around that rev range. the weird thing is it doesnt happen all the time. sometimes it revs out to 8k or 9k and you can feel it lose power but the revs still go up slowly, other times the revs just get stuck at 8k or 9k and on other occasions it feels fine and revs out to when ever i change gears. i have been told a few things, water in petrol tank, needs a tune, fuel type i use...but im just wondering if anyone else has experienced something similar and can shed some light on this.
