Float height/jets changed

My 95 SuperFour runs quite rich and has done since i got it 6 mths ago. It runs so rich that the plugs are always black and you cant use the choke to start it! This means you can start it when its cold out. It has a Mirowaki Zero exhaust fitted but i was wondering if the previous owner messed with the float heights (higher than standard) or jets (bigger than standard). Is it a common modification and is it easy to fix?
