Fuel leak

Hi guys. New owner of an nc24 and new to the forum so hi!

The bike in question has been garaged since 2007. It wouldn't start with fresh fuel and plugs and was leaking fuel out of the fuel feed valve.

Presumed was due to stuck floats or something so took carbs off and found the front to floats to be stuck. Sorted them out and tried again.

Bike starts and runs now but fuel is still leaking!

If the tap is turned on or in reserve when the bike is not running, it doesn't leak but with the bike running it does. If I start the bike and then turn the fuel off, the motor runs fine until the fuel in the carbs runs out and it does not leak!

The fuel is leaking out of the small outlet next to the the large feed pipe.

I'm ruling out a vacuum issue as fuel is getting to the carbs fine. The end of the vacuum pipe onto the valve is cracked and perished. Could it be that it is not creating enough vacuum to fully open the valve because of the perished pipe or could it be a dodgy valve inside?

I am assuming that that outlet is an overflow of some sort, there were no pipe or hoses attached to it when I took the tank off.

Sorry for the long post, just wanted to try and describe it as best as possible.

The outlet without a hose should be the vent port for the diaphragm. If this is where the fuel is leaking, it suggests the diaphragm is faulty.
