nsr mc21 is a standard swingarm bike
the nc30 is a single sided arm so it wont fit
do you mean mc28 nsr? single sided model with 17" wheel?
if so then yes it will fit
if you fit a 17" wheel you want to fit a 17" dog bone or mod your existing one
