Changing the bulbs in my instruments (RVF400) - at the speedo side, just above where the speedo cable attaches - there's a wire with a connector on it (pictured). It doesn't seem to be fastened to anything. What is it for?

I think I know - I'm guessing (someone please let me know if I'm guessing correctly!) that this is something to do with the speed restriction?
What looks like the other side of the connector (i.e. the one that this wire would plug into) is cable tied to the mounting brackets, plugged into a black box which is also cable tied to the mounting brackets.
Am I right?

Looks like the speedo restriction, highly likely the black box is filled with a resistor and 12v feed back to the cdi so it doesn't realise its been unplugged :)
