Struggling to set off

Hi, went out on a ride today to get my tyre changed, hit the motorway everything going smoothly until it felt like wind was dragging me back? But didn't lose any speed or revs? Once I come off the motorway and came to a junction it really struggled to take off? Like it was about to cut out but as soon as it got up in the revs was perfectly fine? Returned home taking it easy as I thought it was fuel starvation, drained and cleaned the tank, remove the tap, cleaned it out, removed all the pipes and made sure they were not blocked, removed and cleaned the carbs cleaned the filter, rebuilt still exactly the same problem in neutral the bike revs perfectly fine no knocking or mechanical sounds but as soon as I put it in gear and go to take off just starts stuttering, I lifted the back end up and put it in gear, the chain sounds like it's skipping and the wheel does not keep up with the revs, checked the teeth on the sprockets there all ok, chain is ok, just don't know anything else it could be :/ been perfectly fine since I've had it until today everything is standard jets ect
