Plastic Thing From Tank??

Hi, so I was cleaning out my tank and heard a noise rattling about, I manged to get out a small plastic thing....
Picture!
Could someone tell me what it is?? Cause Ive never had this before.... :?

It looks like a fairing rubber grommet of some sort. It shouldn't be in there.
