Not enough output to charge battery and run electrical system. 11.9 volts is a flat battery. At 5000 rpm battery voltage should be 14-15 volt lights on or off.

Measure the dc voltage at the output terminals of the rect/reg when engine running at 5000 rpm..

Agree with magg above, that sounds not enough, battery also also dead.

Charge battery fully first and then check.
