You need fuel / air / spark / compression

Spark

pull one of the plugs out and check it's sparking, a crude test as they can die under compression but if it was running previously it should be ok if its still sparking, as a non-sparker is likely to be corroded terminals.

Fuel

If it's sat the worse case if the fuel has evaporated in the carbs and gummed them up.

Put in some fresh fuel, full choke, no throttle until it fires and try it for 5 secs and leave it for 30 secs to allow the starter to cool down.

While your leaving it 30 secs try opening one of the drain screws on the carb to see if any fuel comes out (and note what colour it is)

If you have fuel it's getting to the carbs, if not either the vaccumn line is perished / broken or the carbs are gummed up.

The vaccumn line is a small pipe on the fuel tank that runs to one of the cylinders and opens the fuel tap when the engine is running / cranked over, if thats ok you'll probabyl need to remove the carbs and give them a quick clean over.

Not the most difficult job in the world just a little fiddley first time around.

i believe even with dirty fuel it would still start,maybe not run too well and have a slight misfire to some extent.
While it won't run well on stale fuel and I'd get fresh in there asap I've fired up bikes on ~2yo petrol before and certainly on ~3months old petrol all the time.

The technique I use is to try a 5 sec press of the starter followed by waiting 30sec to a min, then try again. 5 Attempts then leave it for half an hour to an hour (on charge). Then full choke, zero throttle and typically it'll start.
