Conventional wisdom says to know your limits. To know your limits you need to find them first. Finding your limits generally involves getting in over your head and hoping you live long enough to benefit from the experience. That's the fun part.

Seiously, why are you talking about changing the whole wiring loom? I dont know if it will solve the problem as ive never had this be the fault but try a new starter motor cable, as tunderace suggest, they are cheap and easy to replace.
Second.
Fuel tap issue:
Leaking in the Off position means it buggard, seals internally have failed and its not servicable. There is a small chance its clogged with something keeping it open so give it a good clean up, if not a new tap is advised.
However, your carbs should seal and stop the fuel flowing with the float needles. I have bikes without vaccumn taps and have left the fuel on for weeks at a time without running and suffered no ill problems.
It sounds to me like one or more of your floats in your carbs is also knackered, causing the fuel to overflow.. this will also effect the running of the bike as it will be getting too much fuel, so depending on how bad the leak is, at low speeds it wont run well at all.
So just to recap:
Fuel issue: Sort tap / sort leaking float seals in carbs.
This is not cheap but NEEDS to be done. The bike will never run right with leaking float seals, youll also trash your oil everytime you leave the fuel on.
Jamming Issue: Possibly electrical or something else, needs to be investigated by somebody who knows what they are doing.
No more than a days work if you have the parts and tools on hand.
For either problem, replacing the wiring loom is something I wouldnt even entertain. It sounds like your clutching at straws and trying to do anything to the bike in the hope of fixing it rather than listening to people who know how to do it.
Certainly no need to write so much over these simple problems.

okay, i need some help with the float seals, how do i check them. the haynes manual doesnt explain to me properly.

Watch them carbs mate, if you start tugging & altering things, you'll end up needing another set of carbs, as new parts are trucking expensive - if the bike runs, forget them & stop looking in the haynes, even throw it away, sounds like a recipe for disaster!
I don't want to deter you from working on your bike, as its every mans right, to fix they're own shit, that's just a man thing BUT please, your bike is slowly dying from abuse.
Take up the offer of having it fixed, find someone with a van, give them a drink, get it to Thunderace & let him do his thing.
& 100 pages, shit, that's going to be a breeze in this on-going saga!
I know how your feeling, its as if everyone is against you but we honestly know better & just want the best for you & the bike. I personally have given advise to people, repeatedly over & over & every time, they've done the exact opposite. Eventually, after they were skint, the bike was bolloxed & it was only good for parts, I hear, "I wish I would have just listened"
Then no-one wants to help any more.
C'mon, do the right thing & save your poor bike & your sanity.

I'll be honest, I'm actually starting to wonder if this bike really does exist. I've not seen any photos of it yet. Maybe this guy works for Ducati and he's a troll in his spare time.......
