I measured the seat of the cylinder head with a set of digital verniers.
Let me know what you find.
The ID of the gear tower differs from each depending on whether there is a dowel or not. I get 9mm and 10mm, so if the shims are made to 10mm ID, then they will all fit. I think 10.5 is too much. I double checked that against the head with the dowel installed and get the same numbers.
As the for the valve cover bolts shims - They can be decreased. There is a rubber lip on the inside, and initially I measured within this lip as not to interfere with it. It doesn't really matter but I'll amend to 13mm and we'll call it done!

is the drawing you posted got all the correct dimensions now? - its just that I might get some made by a tool maker I know
