I bought some thread restorers the other day which don't cut, but are great for cleaning out crap like thread lock etc. Not sure how they would go with a powdercoat, but if you're worried about cutting material, might be worth seeing if you could borrow some these to try first

Just sorted it with a tap off of ebay.
i 'loosened' the powdercoat a little with nitromoors - the powder went rubbery- then used the tap and now the discs are all bolted up fine.
job done.
