No, it just tucks under the front of the carb tray. I haven't tried, but I would imagine you could probably wiggle it in with the carbs in place.

The large flap hangs down over the front head to protect the plugs from road crap and the small flap under the carbs

Rhory. I think this is something nobody has ever clarified. I always fit my rubber flap as you have described. But last week I got my hands on a mint totally original type 7 NC, never been apart and the bottom flap was folded back towards the V. I've seen this quite a lot.
I don't think anybody actually knows.
