Not a 400 but...
...a CBR250r. bought this is a stop gap until I find the right NC30. A 1 UK owner bike, very tidy and original bike apart from replacement lower fairings and a scuff on the engine casing. It rides very well and over the last week or two has been a nice gentle re-introduction to biking after nearly twenty years. Too say im pleased with it is an understatement and i think ill be keeping this regardless of what I get next.

That's lovely. I've always fancied a go on one to see just how much difference there is to a 400.

looks rather nice! i had a think about a zxr250 before getting the nc29, the sound of a tiny engine at nearly 20k rpm is awesome!

The exhaust is one piece, by the look of it. So you'd have to chop it and fit a can on - seems a horrible thing to do to what might be the last decent OE exhaust in the land? Derestricted CDIs? Do you mean this bike will get up to 180km/h?! If so then no, just remove the restrictor, assuming it's the same as the 400's.
I wouldn't even try to make this bike faster - if you want to go fast then a 250 was the wrong thing to buy!

If you mean chinese CDI that do everything bar make a brew - then avoid them!
