I highly recommend Valter Moto bolts. They're aluminium, but mine have served me 8 years and hundreds of fittings. They don't do sets for older bikes, but it's not hard to order what you need. Not sure how they'd go in the UK environment though?

ally +salt + bolted in to steel = disaster here in the UK.
