That shouldn't make much different to idle speed.
Float Heights an Pilot Screws are best to sort out yor low speed part throttle issues.
However, make sure you have the valve clearances set / checked first and then balance the carbs. Sounds like there either off balance or you have an air-leak (more likely)

I think I may have an air leak, it sounds like it as I don't have all the clips onthe carb rubbers, I am waiting on some carb clips ATM

UPDATE:
right well I've fixes the air leak, now she idles perfect. Now to compare the 2 different set ups I tryed.
First Set-Up:
118 front 120 rear jets
slides drilled
pilot screws set 2 1/4 turns out
standard airbox & filter
ethos half system & blueflame dual exit can.
Needles raised ( they are adjustable needles and were I notch from the bottom so raised quite a bit.)
Result - revs nice apart from fluffy flat spot between 4.5 & 7k
Second Set-Up:
same as first apart from needles lowered to one notch higher than standard.
Results:
revs nice again but flat spot is more severe, hesitant and fluffy , is now noticeable in all gears, and more prominant than first set up.
Any advice on where to go now?

Yes - get us a pic of your needles..and how liong they are etc, any markings and who made them..
We are all assuming you have std ones...aftermarket needsles make it a whole new ballgame!

Raise them another notch.
There not standard needles if they are adjustable though.
And could be more of a ballache to tune than standard needles!
Pics as Mark said will help identify problem.

the needle in the middle is the same as mine. It has a clip that you can move either up or down the needle to adjust the hieght

Ok, Well, is that your picture? It looks familiar...
if it is put the stock needles in there.. (Thats a stock needle on the left, a HRC needle on the right and no idea who makes the needle in the middle.. the taper looks the same as the stock though.)
The adjustable needles are shorter.. so your making the fuelling richer at any throttle position.
If you still have a flat spot,try raising the needles another clip and see how it makes things. (i should imagine it'd be way too rich though) And see how it feels.
i'd be tempted to junk them for stock needles.. was this a race-bike at some point?

that's a picture I found on the forum. I bought the needles off eBay because I still had the flat spot with standard needles, it ran better with the needles raised quite a bit ( one notch from the bottom) but as you say I reckon it was running very rich. the needles down only slightly higher than standard And the flat spot is slightly worse than
before. The air box is all standard and as far as I know it hasn't
been raced.

Well i'd start to tune with the standard needles there easier to get right.
Usually 1 or 2 0.5mm shim(s) under the needles will cure most problems, usually the midrange (7000rpm hole)
Make sure your float heights are 6.8mm..
Is this an NC30?

I'd get it all to stock first and foremost anyway..
Then a dyno run wouldn't be out of place see how its fuelling :-)

It's a nc30. Cheers for the advice. When I get some time I'll try some of the stuff you said.
122, 120?? I always thought you run bigger jets on the rear because they run hotter.
Abd I have a dyno near me so I shall give it a run when I get the funds.
