It depends alot on how you ride and what state of tune the bike is in.

Working it out VERY roughly, from memory, the main tank is about 10 litres (a fraction under 2 gallons) so you're getting roughly 32.5mpg :o which is horrific. Both of my 400's will do around 55-70mpg depending on the type of riding I'm doing

Thats terrible.

Unless this is a fully tuned race-bike with ram-air, huge jets and what not i'd expect nearly double that.

I rag mine terrible, red line in most gears and it still does 150 miles to a tank.

What do you spark-plugs look like, what is the end-can look like?

I managed to get 47 miles out of a tank on my ZXR when the carbs were broken.. it was pissing out fuel into the engine.. bike rode like shite and the plugs were black as the end-can...

if it is running ok and not over-fuelling i'd check for fuel leaks.. that is worse than 2 strokers!

I agree with Neo.That is appalling.I have had a faired NC21,an nc24 that lost its fairing, and my present VFR400K and all have managed between 45 and 60 mpg depending on the type of riding.Even if you are not changing gear until the valves bounce you should be doing a lot better so there has to be something wrong
