Cibbi tune up relay?

Has anyone ever seen one of these, im looking at buying one but dont know if it is a con!!. I was under the impression the nc24 wasnt restricted so will a Cibbie tune up relay do anything at all?.
Im waiting for the seller to tell me where it connects up to and im not to hopefull for an answer but the picture looks genuine.
Is this real and have you seen one before?

Don't know how I missed this.

50 gallons of air will make me rich..real rich. I charge £100 per cubic centrimetre. My metric to imperial maths skills are not working so I cannot figure that out...but it is a lot!

Not sure I can produce enough before I get too old...so can you pay up front?
