lights - please help

So i've started refitting everything after months of work and i've encountered a problem...

When i turn the ignition on, one of the small headlights comes on????

When i turn on the low lights both illuminate; then switch to mains and both of these work fine. Same goes for the high beams.

any clues on why this light comes on? or is it normal?

Don't remember this happening before!?
