I did test the diaphragm valve on the tank, it work fine. I don't know if that would answer your question?!?
It filled a 2 litre container in seconds (and some of my garage floor).
If the only problem was a hot exhaust, I would probably dismiss it, but as there is the flat spotting problem it makes me think there is more to it!

Does the temp gauge go up or down when running at full throttle?
