Silly question re fuel tank mounting

My NC30 came to me as a race bike. It ran well when I got it but I have had a succession of issues with it mainly centring on the carbs.
They have now been fully stripped, kits fitted, ultrasonic cleaned and so forth. It still is not running right so one of the options is to put it back to stock.
I am doing that presently and I have sourced new fuel tank rubbers (previously the tank was just sat on the frame metal to metal and clunked around. My thought was that if the tank is on the frame rails the still air pocket behind the steering head might be restricted somehow.
I have never had the rubber block at the front where the little tag sticks out the front of the tank.
My question (now that I have one) how does that attach either to the frame or the tank or both? I am very confused because it does not seem to want to sit right. The side blocks and rear are OK.
