NC35 idle and sump problems

Hi,
So I recently purchased an rvf 400 that was parked up for a few years after it begun shutting off when reaching operating temperature. When doing the initial fluid change I noticed that the sump probably had a good 2-3 litres of fuel in it. Since this bike has sat for so long my guess is either the fuel has either leaked through a vacuum line or got passed the float valves? Would this have cause any damage if it was idled with all that fuel in the sump? I also noticed that it is blowing a bit of white smoke but I assume that it is just a side effect from having a lot of fluid in the sump and will eventually stop once it has burnt off.
After changing all the fluids and inspecting everything. I have notice that when I initially start the bike it runs fantastic for around 30 seconds and then starts idling really high as though there is a vacuum leak. The thing that confuses me though, is that delay that it has before it begins revving high. If there was a vacuum leak in the system I would have assumed it would have begun idling high as soon as it was started. Would I be right in assuming that there is a vacuum leak or could this also be possibly related to the float valves?
