NC24 forks - left one taller?

Hi,
Question regarding NC24 front forks: Is it possible that left one (with anty-dive) is taller than right one by approx 3cm?
Or is it simply assembly fault?
Pics attached. Does it sound okay or needs re-work?
I know these tube-like spring spacers are different height, these are mounted properly.
