Best place to get an nc30 restricted in London?

A friend has recently got himself an nc30 and as he hasn't got his full license yet, is looking to get one restricted down. He can get the plates in but doesn't know anywhere in London to get them fitted and certified (they do have to be certified right?)
Is this something any garage can do or would you recommend anyone in particular??

Some people may disagree but you don't need a certificate. If a cop wants to be anal then a dyno test would suffice.

Interesting to know, well I'll let him know that, got a feeling he is a "by the book" type with this kind of thing though. Also if your restricting one of these bikes via carb plates, would you need to get your bikes carbs rebalanced or retuned to account for the plates causing issues??

Fair fair, so basically any mechanic with half a brain can fit them and cert them but just get the carbs looked at properly afterwards

Just fit them, id be surprised if a piece of scribbled on paper by a mech is going to carry any weight what so ever. Ive never heard of any mech being certified to fit restrictors or to supply any kind of certificate, the only cert ive ever known of is the cert supplied by FI international when you purchase the restrictors.
At the end of the day if the police suspect your using the bike not in accordance with your licence then they have to prove it which will most likely mean you having the bike dyno'd.

As far as I'm concerned if they don't ask for it and it's not on the policy, they don't require it.

There are various articles on the web that state there is no legal requirement to hold a certificate by the way. I can't find anything on the DVLA site that says you require one UNLESS you are using your bike for a test which is a different matter.

Fit them yourself, then take to a dyno to get a printout to prove the power and set up the carbs so you're not killing it.

Insurance will happily accept the dyno printout. When I had my 33 restriction I just had to supply a paint document saying "I certify 33 bhp' I did it in red paint! (MCE then Carole Nash)
