Fuel leak from pipe on cylinder head cover

Hi im new to the site and looking for some help.
I recently bought a 1988 nc23. When i got it it was going. It just needed a few small things and a paintjob. I got the majority of the parts and got it serviced.
My mechanic told me i needed a fuel tap as it had a small leak and it had to be left on always. The leak was very minor. If you left it sitting for a few hours you woundt see a puddle under it maybe a drop or 2.
The first day i had it out it was driving fine. I done about 40km on it. Just before i took it home i stopped at a shop and when i tried to start it it turned over a few times but then made a clunk sound and stopped turning. I tried it a few times and it wouldnt turn but after 3 or 4 times it started turning again and fired up. (I dont know if this is revelavent to the next problem)
The next morning when i went out it made the clunk noise but started then. I let it warm up and when i pushed it out of the garage i saw a big puddle of fuel. I switched it off and when i checked it didnt look like it came from the fuel tap. I started it up again to see where the fuel was coming from. After approx 5 seconds of starting i saw fuel gushing out from a small pipe on the cylinder head cover. It was coming from the aluminium cover shown in the link below. In between the 2 middle spark plugs at the top. Where the number 1 is. There was about 3/4 of a tank of petrol in it and after it was nearly empty.

When i went out this morning i noticed in the puddle there was no petrol but a considerable amount of oil left.
