VFR400 NC24 inaccurate speedo

Hi guys, I got this bike a few days ago so I'm still finding out what's been messed with, the speedo has the blue convertor on between the cable and the clock, no problem I though, well turns out it's under reading by 10mph, I removed the convertor and the clocks under read roughly 9-10kph, what gives? Do I need do clocks or can I fix them? Could of be the wrong speedo drive on the wheel??

I'm going to pull the speedo drive off and inspect it over the weekend, anything else I should check?

The nc24 is driven from the front wheel, these rarely fail but worth checking it and the speedo cable itself.
maybe somebody has had the needle off and lost the calibration, it will never be right then.

The NC30 one is easier to do as its run off the gearbox so it will run up on a paddock stand so you can run the bike to 50mph in top gear (5000rpm) and hold a steady rpm and stick the needle on.
Since the NC24 is driven from the wheel the front wheel needs to be turning so you cant do this.
Would probabyl be easier to get a new one if your speedo cable isnt broken at then ends which can also cause bad speed.
