Recently acquired a low km nc35. Had been I storage for 1.5yrs and didn't run. I have cleaned and run a carb kit through my carbs new seals needle valves and jets etc.... Bike starts and runs (poorly) but only with choke on full and when revved the slides don't move up or down but do by hand.

I must have a big vacuum leak but struggling to find one big enough to cause this, Any ideas?
