my question is what is this so-called "spark plug fouling". i have the Haynes and have seen all the pics in it and have google the topic but just want to hear a NC30 specific answer.

The nc plugs are fragile, and once fouled they can't always be brought back to life.

You could try drying them in an oven, this has had mixed results for me in the past. Leave them in there for 20-25 mins, let them cool down and refit them.

Proper starting procedure (full choke, no throttle) should never foul them, stick to this and you should be right.

To answer your question, it's easiest to buy new plugs.
