My vfr 400 project

hey guys i picked up a nc30 vfr400 from a friend, shes a bit rough but and needs a tidy up, its been sitting 3-4 yrs soo.
1. the r/r was apparently dead and removed when i got the bike, ive plugged it back in (while waiting for a new one an me being curious) i thought maybe it should still crank over and start off of a jump start, but i dont get any lights or anything electrical to work, ive checked fuses and they all appear to be ok, i can cross the starter relay and itll crank but i dont seem to get anything electrical, is this because for the r/r?? or is there another issue it may have?
2. fuel lines? since its been sitting for so long should i look at replacing all off these or just wait till its up and running to see how it runs(just thought might be full or gunk from sitting around)?
3. what are the requirements with rwc? as in legal lights and indicators ect? clearly like a car they need to be working and visable but with indicators are just any ebay cheapish led ones fine? do they need to be of any special size? hid head light im guessing are out just like in a car?
4. what else is required apart from the obvious (tyres,lights,mirrors,oil leaks brake pads)? will a tinted windscreen pass? i have all the fairings at work repairing cracks and splits in them gonna paint them all up nice.. anything else i should replace before taking it in.
5. any recommended wreckers? sites? or places to go in melb for advise and mechanical issues?
6. what should i do for a service? oil, oil filter, plugs, air filter, flush and replace break fluids and coolant? do these bike have a separate gear box oil? anything else?
7. to stop me asking all of these silly questions whats best for a repair manual? would a honda one on ebay be good enough for basic infomation, or is there somewhere online i could download one?
