NC30 Rear shock setting

Hi, before i break anything I would like a little heads up... from what I understand the rebound adjustment on the standard rear shock is a flat mechanics screw at the bottom of the shock.. I think I found it and sort of tried to turn it the other day and it seems pretty solid and I was nervous I was going to damage the screw if i cranked any harder.
Which way is less reboundi and which way is more (counter clockwise for less?)
What do I do if the screw is frozen (does this happen or is something clearly wrong?)
The guy who owned the bike before me had the springs preloaded on maximum (ie spring fully compressed) and he was not a big guy although he used the bike on the track... does this suggest that something is not happy?
I am guessing it may be a good plan just to remove the shock and have it serviced just in case but I would like to understand what is going on with it before I just give it to a shop to fix... basically any info will help
