what cbr400 have you got? NC23 Aero, NC23 Tri-Arm, or NC29 Gull-Arm?
if its any of the 23's then i doubt it will fit. could be wrong though

Hi, the restrictor is just some washers with holes in that go on the carb rubbers. I think the expensive bit is the paperwork that ties it to your bike - i doubt this is transferable.
The engines are different on the nc29 and the nc23 but i would guess the carb rubbers are probably the same size.
I would have thought your best bet is to find a nice bike that you like and is in decent condition and price range blah blah blah and then worry about the restrictor kit.

when i got the wifes bike it had to be restricted, just got local honda dealer to fit a kit and write a letter on headed paper advising that they had fitted customer supplied parts. no one ever asked to see the letter.
knew another lad who had a gsxr750, with a race can and unrestriced but restricted license, had big crash friend got killed, police never even asked for proof of restriction, stinks really!

then for the 1st time in your life.. get it right and get the bike restricted properly.
you dont have to fork out £100 for the kit.
1) get the bike
2) now that you have a bike, you know what restrictors to get.. look for 2nd hand set, fit them and then dyno the bike. get a print out for proof that it cant go over 33bhp.
3) after 2years remove restrictors and ride any cc you want...
i have no sympathy for people who blatantly break the rules, get caught and winge..

problem is by the time you have bought second hand kit, fitted it, dynoed it you wont be far off £100
