Chain Slack - Daft Question!

Is slack measured from the "at rest" position to the point where you have pushed the chain up, or the overall slack the measurement from where the chain is when you press down to the point where you push up? Hope that makes sense?
I think with 15mm from rest to where it is when I push the chain up it is very close to touching the slider under the swing arm which can't be right surely? Or am I measuring it wrong?
Apologies for such a dumb question, both my previous bikes had conventional arrangements and there was never a chance of touching the swing arm.

From mid-way between the sprockets underneath, from it just resting there to how far you can push it.
