Because it spins??
Stick it in top gear and jam a rachet strap or some tough material in the cogs to stop it spinning, a air gun helps.

Cant get it in top gear , it clicks like 2 times to go in gear then it just feels sloppy

Rock the bike back and forth to move it through the gears or if the rear wheel is off the ground just roll it back and forth while taking it up through the gears

I'm disappointed in u!
Hopefully they'll sort it but keep at it mate..the nc's are old and mostly in really crappy condition til they get in the hand of someone who loves it.
I assure u I've wanted to throw mine of a cliff soo many times and in fact I've not seen her in a month cos she's been in a coma at rick o's
But I swear the slog will be sooo worth it.
Even tho mines currently a pile of poop, she was still awesome to ride.
Don't give up.
Couple of months and we'll be able to meet up and take out beasts for a ride round the Coastal roads and remember why we persevered so long
