GSXR400 (GK76A PROJECT ) Bike in the making!

So i thought i would finally make a post about my GSXR400 i bought around 2 months back for £500 + £100 for delivery which i thought wasn't to bad. It had good tyres tatty panels and been stood for 2 years+
I was told the carbs needed a clean and new oil which i though okay thats cool its fine i can do that easy no problem but like always its never as it seems and the problems did baffle us for a little while but however we sorted it.
It turned out it actually needed:
New Battery £40 (Rob Hunter Battery)
New Starter £40 (Other one worked at first then stopped we stripped and cleaned then it started to spin backwards)
New Solenoid £20 (Original worked fine but i got picky)
Firing order needed correcting it was WAY OFF
Thats what we have done so far however the bike when we start it still wants to rev on its own and i cant figure out why the hell its doing this just in case it is the O rings i have ordered a set from Valve to be sure and just so i know it will run nice in the future.
It is low on fuel in the tank but i wouldn't think it would effect it as much as its doing if anything it should die and do the total opposite. The engine does sound really sweet so all i can think is thats it a carb problem however the carb sliders are moving free and the throttle and choke all work correct we double checked.
What im asking is could a dodgy O ring cause a rev happy problem with the bike? When you start the bike it idles then all of a sudden starts to go higher and higher only to like 4-5 but you can tell its not normal.
Anyways heres a pic of the bike when i got however currently it has no panels on it what so ever:

My Plans for this bike are the following:
Full Respray in Metallic Black with a tiny bit a glitter £300
All Black Bolts £60
Black Headlight cover £21
Red Levers
Red Pegs
So really as you can see i dont wanna do alot i wanna keep it simple but smart at the same time which personally i dont think will take alot with this bike its a decent looking ride if you ask me.
On a final note if anyone can help me with the rev issue please do id be ever so thankful.
